This dev build is a mandatory-update test package for the current private beta line.

Highlights

- Marks the client update feed as mandatory so the in-client forced-update flow can be tested end to end.
- Keeps the recent Messenger service-status banner/footer refresh work and the roster-loading flicker fix.
- Preserves the current safer update window with a scrollable changelog and defer-to-next-launch behavior for non-mandatory builds.

Included fixes

- Fixed Alert History startup and saved-state handling.
- Fixed social profiles clipping and privacy/options layout regressions.
- Kept current Passport website and service-status integration changes aligned with the client.
